(b) LIGHTHOUSES. The expenditure under this head calls for no remark. It is probable, however, that an outlay of about $8,000 will be required on account of Waglan Lighthouse, which it may be necessary to take over from the Imperial Maritime Chinese Customs. This matter has been dealt with in Governor Despatch No.145 of 14th June, 1899.
EDUCATION. The decrease in the Estimate is due to the deletion of the item Government Scholarships which accounted for a sum of $2,000. This item has appeared in the Estimates for several years, but the amount has for some years not been disbursed as no such scholarships have been granted. If it should hereafter be deemed advisable to set aside a sum for this purpose, the item can be re-introduced.
No sum has been devoted to the proposed new Kowloon school, as it is not certain whether the school will be ready for use in 1900.
The item of $1,800 for books procured from England has been omitted, for the reason stated in footnote No.4, page 33 (C.S.O.1094 of 1899).
MEDICAL. The increase is principally due to the appointment of a Chinese Medical Officer for the New Territory at a
